I have a copy of the style guide at

(Obviously it's also available from gnu.org, but off the top of my head I
don't know what the URL is.)

At a glance, the stem "quot" doesn't seem to appear in the file (hence no
'quote', 'quoting', 'quotation', etc).

Cite something and I'll think it over :)
