OK.  With few exceptions, I would like to treat changes to this branch
as temporary.  The intent is to lift patches out of it very quickly into
tree-ssa.  The only changes that I think should stay in the branch for a
bit longer are bigger chunks of work like the loop optimizers and
vectorization.

Particularly, anything that changes base infrastructure should be pushed
into the main branch quickly.
