Time to rotate ChangeLog?

Hi,
Is it time to rotate ChangeLog? AFAIK, we rotate every six month.
Do we just have to separate changes made between January and June to
ChangeLog.9 and add a standard comment like so?
See ChangeLog.9 for earlier changes.
If that's all, I am willing to do this. If you can beat me, that's
OK, too. :-)
