Starting with LATEST is better from a lexicographic sorting point of view
(so that these two files are more visible).

Concerning the name, I suppose the idea was that the second half of the
filename is equal to the directory name in questions, that is, something
like LATEST-3.4-IS-3.4-20030709 might be better in that spirit?

I have no strong preference either way, but I'm willing to implement any
change at least two folks (<> myself) can agree on.
