Mainline snapshots, take 2

The second snapshot (including diffs against last week's mainline snapshot)
is now available at <ftp://gcc.gnu.org/pub/gcc/snapshots/3.4-20030709/>
and soon our mirror sites; it is tagged as gcc-ss-3_4-20030709 in CVS.
URLs and CVS tags should remain stable now, and I hope we'll be able to
generate these snapshots fully automatically in the near future.

Diffs from 3.4-20030702 are available in the diffs/ subdirectory.
When a particular snapshot is ready for public consumption the LATEST-IS-
file is updated and a message is sent to the gcc list. Please do not use
a snapshot before it has been announced that way.
