Subject: cygwin documentation + build instructions

Hello,

the target specific installation notes for cygwin are a bit on the old side (still mention gcc 2.X as being included, when cygwin.com indicates 3.2 is now the default compiler). Should they be updated? Second question is whether or not building with MS VC++ is supported... If not (which would be my assumption), can we add a note to that effect? A bug recently appeared in bugzilla about this (10998), and I think we should make it clear, one way or the other. Thanks,
