makeinfo --no-split


Is there any reason why we don't want to make `makeinfo --no-split`
the new default when building our manuals?

This would reduce clutter (dozens of .info files) in our src trees
and also make releases contain fewer files and furthermore easy the
work of packagers and systems who prefer to only have ony .info file
per document.

If there are no objections, I would like us to make --no-split the
new default.
