The bug filer would get a bugzilla account creation message after 
submitting a bug for the first time, if he had no account already.
If he files a reply, it wouldn't cause *another* account creation 
message.

The confusing scenario is something like this:

1. Bug filer (with account) files bug.
2. Someone (with account) replies.
3. Someone else (without account) replies to that.

#3 will get an account creation message (because they had no bugzilla 
account previously).

Basically, it does this because you need an account to submit 
comments/bugs, so i have it auto-create one if it doesn't exist already.
