Announcing pre-releases (was: Comparison of gcc 3.2.1 and gcc3.2.2-20030203 with gdb

First of all, thanks!

Second, I believe this raises an important point: Might it be a good idea
that, a weak before rolling an actual release, to also drop a note to the
gcc-announce list to enroll additional testers for our prereleases?
