where is gcc for windows?

Hi,
Can someone tell me where to find a full binary installation of gcc 3.2.1
for MS-Windows? I thought I had it at Cygwin and downloaded a Unix-like
system. I don't believe they have the binaries.
Having tried Cygwin to no avail, I tried Mingw. The package offered there
is a "core" package. After downloading that, I found no Make.exe. While
Make.exe may be an "extra", I couldn't find stdlib.h anywhere.
The program I need to compile specifies GNU make. Can someone
give me specifics on downloading the packages I need?
I would appreciate it.
