windowing is perfectly adequate for many purposes for instruments, e.g.
college scholarships, whose duration period is for sure less than 100 years.
The use of two digits for the year is perfectly reasonable in many contexts.
it should certainly not be encouraged over the use of 4 digits, but neither
should be be unduly discouraged.
