[tree-ssa] Proposal: switch merges to basic-improvements branch

- Subject: [tree-ssa] Proposal: switch merges to basic-improvements branch

Jason proposed that we start merging from basic-improvements
branch instead of mainline. He wants to merge some of the
work being done on that branch.
The plan is to switch weekly merges to b-i-b, and resume mainline
merges after it disappears.
If nobody thinks this is a bad idea, I'll start merging to b-i-b
this week.
