I do.

Both of you are making assumptions which simply are not correct. Just
consider students working on theses in some student lab or network at
a university: There, you neither have root access, nor are you necessarily
an experienced GCC developer/user, but still you might need to install
an up-to-date version of GCC in your home directory for your work.

Been there, done that (and became a GCC regular because of that).
