GNAT3.14p & GNAT/GCC3 subprogram renaming in private library units

Subject: GNAT3.14p & GNAT/GCC3 subprogram renaming in private library units

GNAT/GCC3 (20020723) can not process subprogram renaming declaration in
private library units.
Attached patch fix this.
Attached sources allow check processing 10.1.1(6) rules in private library
unit.
