List of versions of required software to build GCC

I know there is such a thing giving version numbers and where to get
it from, but I can't find it on the web pages and if it's that hard to
find, I suspect others may have problems too. (I'm talking about things
like autoconf.)
Where is it?
A power problem in NYC blew away my /usr/local and I'm trying to rebuild it
and want to make sure I have the latest version of things since I'm
getting odd results when I try some things.
