I'm proposing this as something to do once-only - once it's done, anoncvs
users would simply need to use the mirror of the CVS tree on subversions
in future (which is the tree documented for anoncvs in cvs.html now, and
users can use contrib/newcvsroot to convert their existing trees).
It does require that cvs will exit without consuming significant resources
if it finds it can't create the lock files.
