A simple IP address change can result in developers missing more than
24 hours of mail (when the ISP doesn't actually /tell/ you about the
change ahead of time, and the first time you hear about it is when the
connections suddenly stop working, grumble). A week or so would be better.
What's the rush?

How about a message to gcc-announce once the week (or whatever) is up and
the removal patch has been applied?
