No, that just aggravates the problem.  Please regenerate configure
whatever version of autotools you actually have.

There is one version of autoconf released as 2.13 (2.13a?  One or the
other).  Another is in the autoconf directory on sources.redhat.com,
possibly under /pub/binutils/.
