obseleting VMS ports?

I'd like to suggest that all the *-*-vms* targets be obseleted, unless
people can provide accurate reports that they have 3.x-series gcc
running and working for a particular target, and that they're
actually using it.

Rationale: VMS support is getting bitrotten through neglect; VMS
requires an awful lot of special case code due to its, erm, unique way
of doing things. Removing it would clean out a lot of cruft. It would
probably actually be easier to add new VMS support, up to modern
standards, than to update the existing support.
