No, we haven't! We have talked about 3.1, but not about 3.2. I think it
is appropriate to do some long overdue cleanups from bootstrap path kludges
and it seems reasonable to me to require 3.1 for people who want to build
3.2 Ada. So I think this needs rediscussion.
