irix 6.5 regressions in 3.1

- Subject: irix 6.5 regressions in 3.1
At present the 3.1 branch won't bootstrap on irix6.5. I have
logged this as PR bootstrap/6514.

Alexandre Oliva reports the same problem on TRU64 in

With the other high priority irix PRs:
- PR6304 - LAPACK failure - not aware of any progress
- PR6212 - -mabi-64 EH - fixed, but underlying problem may remain
