hppa1.1-rtems can build completely on the 3.1 branch since it
doesn't require libgloss.

hppa1.1-proelf fails with a libgloss problem.

So I think gcc hppa1.1 embedded problem reports can be closed.

After I confirm Mark's i386 soft-float fix I need to install new 
3.1 toolsets and build RTEMS itself for more coverage.
