I only said "proceeding," not "nearing completion."  :-)

If we move from 8 percent done to 9 percent done in a reasonable amount
of time, that's proceeding well -- but doesn't change the fact that we're
only 9 percent done.

Yeah... this is one of the projects that I'd love to see done but am not
capable of doing.  It would seem that a specs overhaul/replacement would
also help in this area.  (Heck, is there a facet of GCC that /wouldn't/
be improved by replacing or at least reworking specs?)
