Historically, such tools are acceptable if they meet these
constraints:
1. The tools themselves must be free software, or at least compatible
with free software, so that maintainers may use them in good
conscience.
2. If the tool is not generally available on *all* platforms, it
should not be run by default, but only in "maintainer mode" or
manually.
3. If so, the tool must be able to run on the platforms that the
maintainers generally use to maintain those files.
