[ADMINISTRIVIA] New spam blocking software in effect

I've instituted some new spam blocking on this list.  It should reduce
the spam that has been coming from gcc@gnu.org and gcc@prep.mit.edu.

The spam blocking policy is the same as it has always been.  If you are
subscribed, you can post.  Or, you can subscribe to gcc-allow@gcc.gnu.org
if you want to be able to post without receiving email from the list.

If neither of these criteria are met then some heuristics are applied to
the email header (RBL checking, mailing list in To:, subject does not
have spammy words) to check for likely spam, before the message is
allowed through.  The particular change that I just made, is to check the
entire header for hosts that are RBL blocked rather than just checking
the IP address of the host that contacted gcc.gnu.org.

If anyone gets a bounce message that seems to be inappropriate, please
send email to postmaster@gcc.gnu.org. and I'll try to rectify the problem
ASAP.
