is libstdc++-v3 "supposed" to compile on mingw?

- Subject: is libstdc++-v3 "supposed" to compile on mingw?

I'm getting errors trying to build libstdc++-v3 (cross from linux to
mingw) -- is libstdc++-v3 "supposed" to compile on this target, or is
this something that has never worked?
If it's the former, I might invest some time in getting it to build.
