Yes it is. Or rather, it follows directly from asking whether we
should "require" cvs gdb when no released version of gdb works
terribly well with dwarf2.
ACT has customers using GDB 4.17 on VMS with Dwarf output for GCC
2.8.1 and it works reasonably well, as far as I understand. Certainly
it doesn't simply give up trying to read symbols.
