Shuffling files around inside CVS is something of a pain; there have been
many discussions on this list summarizing the points.

In 6 to 12 months the Subversions project should be ready for serious
public use.  Subversions handles moving files much better than CVS does.

Neil may have had other reasons in mind, but this one is good enough
for me.  :-)
