Yah, but extend it a bit farther - genmultilib is driven entirely by
information technically available at config time.

Unfortunately, that "technically" is pretty significant.  configure
would have to read in the t-fragments setting MULTILIB_* and process
them.  At that point it's several hundred lines of shell+M4 on top of
the existing mklibgcc script, and isn't helping maintainability any.
