patch after hearing about the problems agrees that the patch is correct and
triggered a latent bug. Obviously the original developer isn't necessarily
competant to make that determination, or, as you pointed out, they'd likely
have the knowlege to fix it.

It is not entirely a strawman for sure. We have had cases (with which
you are familiar) where the developer was 100% sure their patch was correct,
and were convinced that it meant that a latent bug had been unearthed.
