If you let developers freely break things, claiming that it must be
a latent bug
That's a strawman. The situation is where the person who reviewed the
patch after hearing about the problems agrees that the patch is correct and
triggered a latent bug. Obviously the original developer isn't necessarily
competant to make that determination, or, as you pointed out, they'd likely
have the knowlege to fix it.
