Ya know, this problem with multi-person governing bodies has been
solved before. It's not there have been private discussions, I'm
perfectly happy with that, but that apparently there is no one
assigned to publish a definitive result that all SC members publicly
support. The role is so traditional that it actually has several
terms for it, like "convenor" or "secretary".
It should never be possible to have any public confusion about what
the SC has or has not decided.
