(a) The preferred submission mechanism is the gccbug script, which can be
used offline and doesn't have a search capability. Only the web interface
(which can lead to bugs being submitted with an unknown-1.0 version number
and no information on system configuration) provides search facilities.
(b) Enough bugs have synopses like "gcc broken" that searches by text are
of doubtful use.
