For previous releases the files on gcc.gnu.org were marked non-retrievable
to ordinary users on the FTP server for a while to allow them to propagate
to mirrors.
Someone (with an FSF account) needs to get the files on
ftp.gnu.org/gnu/gcc/ so we can point to FSF mirrors as well.
