Assuming that most who DO report a bug don't check if that bug is already
in GNATS, it would be a nice strategy to do a new release once the number
of new bugs that are reported each day equals the number of reports per
day for bugs that already had been reported (even if that is for one and
the same bug, indicating it is an important one).
