collect2 documentation

install-old.texi includes some documentation of collect2. Since
install-old.texi should be going away, its relevant contents moving
elsewhere in the manuals, this is clearly the wrong place. Could someone
familiar with collect2 check how up to date this documentation is, update
it as necessary, and move it to elsewhere in the manual (maybe as a
separate chapter, in gcc.texi, if there isn't anywhere better)?
