I try as much as I can to cross link things with URLs in my check-in
mails, PR messages, ChangeLog entries, etc. That's a valuable piece of
information I have in GNATS, but it doesn't rely on PR numbers. So
renumbering the PRs is fine even though it might require some
documentation work. My concern, which developed reading Bryce's answer
and is not really a GNATS issue, would rather be on moving the Java
mailing lists. Will we still be able to view the old messages without
having to change the URLs?
