I believe a patch in that direction would be fine, though it should
be approved by Mark.

That's an open issue. I won't be able to do all of it by myself (at
least not anytime soon), but I'm going to help whereever possible.
Mark, if you want I can review/provide/approve patches in that direction
even if they are non web-related. Just let me know...
Concerning the unification, the question is: In which direction do we want
to go? The most current version of the instructions is the HTML one and
much of the other stuff is out-dated. Pragmatically, we should probably
take the HTML base and improve that unless there are strict GNU guidelines
that prohibit that.
(One reason is that I found users much more willing to provide updates
and patches for HTML documentation than for texinfo documentation.)
