Please take a look at
http://gcc.gnu.org/ml/gcc-testresults/2000-08
and check all reports on Linux/ia32 configured with --enable-shared.
You will see since around Aug. 29, PIC is broken:

It is too bad that not many gcc developers using --enable-shared to
configure gcc under ia32. See
