Patches (falling through the cracks), GNATS, and Releases

Unfortunately, we still have problems of patches falling through the
cracks.

One solution I'd like to suggest is adding a new categorie "patches"
to GNATS and make the review of all patches entered before some specific
date a release criteria.

The idea is that we cannot fix all bugs/change requests we receive, but
if someone takes the time to produce a patch, we, as a community, should
honor that and at least consider it for inclusion in the next release.

In addition, that way patches simply cannot get lost, as it currently
still happens.

Have a look at http://petition.eurolinux.org -- it's not about Linux, btw!
