Changes to the FOM

I noticed there is a lot of garbage in the FOM. I tried to clean it
up, but I can't as I don't have the necessary editing permissions.

General remark: It appears that people use FOM as a bug reporting
mechanism. This is not good.

Here is the list of changes I'd like to see

Delete Items:
http://gcc.gnu.org/cgi-bin/fom.cgi?file=61
[contained in http://gcc.gnu.org/cgi-bin/fom.cgi?file=1
 rationale: empty question
]

http://gcc.gnu.org/cgi-bin/fom.cgi?file=69
[same location. rationale: question without an answer; not frequent]

http://gcc.gnu.org/cgi-bin/fom.cgi?file=70
[same location. rational: duplicate of file 56]

http://gcc.gnu.org/cgi-bin/fom.cgi?file=73
[http://gcc.gnu.org/cgi-bin/fom.cgi?file=3
 rationale: empty]

http://gcc.gnu.org/cgi-bin/fom.cgi?file=74
[same location and rationale]

http://gcc.gnu.org/cgi-bin/fom.cgi?file=58
[same location and rationale]

Move to different section:
http://gcc.gnu.org/cgi-bin/fom.cgi?file=59
[http://gcc.gnu.org/cgi-bin/fom.cgi?file=3
 move to platform specific]

There are probably more corrections needed, but gcc.gnu.org has just
stopped talking to me.

Regards,
Martin
