As far as I can tell:

1) The document isn't on gcc.gnu.org, and isn't supposed to be. I could
also access it without trouble.

2) The document contains references to defunct mailing lists. However, H-P
Nilsson has said that he'll sort this out when he gets a chance.

My conclusion:

Neither the gnu.org webmasters nor the gcc.gnu.org webmasters need to do
anything, as it's not a problem with either site.
