gcc-help list topic?

Good point, I always wondered that. It says "for people searching for
help in building gcc". What does "building gcc" mean?. I don't want to
build the compiler at all.
And what about "gcc"?. "for general development discussions about gcc".
Development of what, of "gcc" itself or of applications using gcc?.
So, if I want to ask about using "gcc", how can I find the right list
with such descriptions?.
