You'd gonna have to take this one up with your local physicist for a
solution.  There is a notion of speed of light, theory has it that
nothing can exceed it.  The photons traveling through a fiber optic
cable for example are usually subject to it.  This path is probably
around 16 ms one way, speed of light.  The speed limit through a glass
fiber is less than the speed of light.  The time reported by
traceroute is round trip time.  The time you report is only 134%
slower than the limit (very roughly).  I don't doubt that you're
seeing problems, but I don't think this is the cause.

I usually can track this type of stuff down, but due to problems with
my home machine, I can't help out with this one, sorry.
