My feeling is that gcc@gcc.gnu.org *is* the appropriate place to post
such things. Some people will certainly complain (some people always
complain), but I feel GCC-related information is on-topic here. Just
make sure your message does not look like spam ('dear gcc@gcc.gnu.org,
you are a highly-valued professional'). All IMHO, of course.
