(fwd) G77 2.95 performance increase for x86-win32

Good part of the credit goes to the better alignment on x86. Too
bad my own code doesn't get as much of a boost ;-)

Subject: GCC-2.95 for Mingw32

    Dear Dr. Mumit Khan,

As I wrote before, we are using Mingw32 compiler for
ATP(Alternative Transients Program)-EMTP(Electro Magnetic
Transients Program). This has been good, and this time,
GCC-2.95 for mingw32 which you published made a significant
improvement for this program. I appreciate your work very
much and forward a message of Dr. Scott Meyer of the
Bonneville Power Administration <thliu@bpa.gov> who is the
author of this program.

.... the third of these documents
improved simulation speed using DC-1:

Old: 1.091 .351 .370 7.161 9.063

If these numbers stand up to repeated, detailed
scrutiny, it would appear that need for Watcom ATP
might finally have vanished. You should be very happy.
This new compiler seems to be very important news. If
you know whom it came from, we encourage you to pass
along our compliments and appreciation.
