You should get binaries but not sources.
Look GCC homepage for binaries of Windows related ports of GCC and related
tools:
http://gcc.gnu.org
http://sourceware.cygnus.com/cygwin/
Or take a look to DJGPP:
http://www.delorie.com/djgpp/
(It's not Win32, but also works under Win9X for example with long file names)
