I meant to use a word other than "effects" or "affects" with people (myself
included) often get wrong. If you're happy with "implements" in that context
I'll happily change it. I'm not really qualified to make that decision since
I do not understand what you're trying to say in that text.

That too. :-) If we can avoid affect/effect when there is a better word
which isn't mis-used as often we probably should. If no better word exists,
then we'll just be stuck with affect/effect.
