Installing gcc 2.95

I posted this message earlier but i still haven't been successful in installing GCC-2.95. I am sending it again with hopes that someone may be able to help me out.
I have just recently downloaded the latest and greatest GCC-2.95 but I am having some difficulty installing it. I find the installation instructions a bit confusing....I am by no means an expert in system administration so that is likely the major problem. I am trying to install it on a SUN ULTRA-2 with Solaris 2.6. However, when I try and configure, the scripts fail and I can't seem to figure out why. I think that it may have something to do with the setting of the CC environment variable.
The following is the error message I receive after issuing this command
../gcc-2.95/configure --prefix=/usr1/gcc_tools
Configuring for a sparc-sun-solaris2.6 host.
Created "Makefile" in /usr1/gcc using "mh-frag"
/usr/ucb/cc: language optional software package not installed
*** The command '/usr/ucb/cc -o conftest -g conftest.c' failed.
*** You must set the environment variable CC to a working compiler.
From what I can read from this message, I need a compiler in order to install it??? However, I don't have a compiler.....thats the reason I am installing it. Maybe I need a different download??
Does anyone have any ideas, or a more detailed installation procedure.
