Installing gcc 2.95

I have just recently downloaded the latest and greatest GCC-2.95 but I am having some difficulty installing it. I find the installation instructions a bit confusing....I am by no means an expert in system administration so that is likely the major problem. I am trying to install the compiler on a SUN ULTRA-2 with solaris 2.6 OS. However, when I try and configure, the scripts fail and I can't seem to figure out why. I think that it may have something to do with the path settings for either cc or gcc as specified in the install instructions or the setting of CC.
The following is the error message I receive after issuing this command
../gcc-2.95/configure --prefix=/usr1/gcc_tools
Configuring for a sparc-sun-solaris2.6 host.
Created "Makefile" in /usr1/gcc using "mh-frag"
/usr/ucb/cc: language optional software package not installed
*** The command '/usr/ucb/cc -o conftest -g conftest.c' failed.
*** You must set the environment variable CC to a working compiler.
From what I can read from this message, I need a compiler in order to install the compiler??? However, I don't have a compiler.....thats the reason I am installing it. Maybe I need a different download??
Does anyone have any ideas, or a more detailed installation procedure.
